As
of July 1st, 2009, Pennsylvania’s Home Improvement Consumer
Protection Act (HICPA) is in full effect.
HICPA was passed by Pennsylvania Legislature late last year in an effort
to protect consumers from disreputable contractors. “The
statute establishes minimum insurance requirements for contractors; requires
contractors to provide their registration number in their ads and contracts;
establishes required contract terms for home improvement contracts; prohibits
unfair business practices; and creates a criminal penalty for home improvement
fraud.” The law requires all PA contractors who perform more than $5,000 worth
of home improvement work in a year to be registered.
